This appears to be one of a pair guarding the rear steps to the Soviet War Memorial (Tiergarten).

They appear in this photo which shows them either side and set back from the central floral tributes, coloured gold on top, instead of black.

This photo may be even more conclusive as they guard the rear steps.

Someone photographing them from that angle would be looking northeast, to where the Reichstag is: in this pic compare the apparent view of the dome to your original. Note that it's the other of the pair in this pic.
