It seems that USSR created puppet governments everywhere they occupied, and Austria had a similar occupational situation to Germany. Why was there no East and West Austria like it happened in Germany?
It actually was divided into four occupation zones, with Vienna also divided, just like happened with Germany. However, the Soviets allowed an all-Austria government to be elected, and they withdrew after Stalin's death in exchange for Austria promising neutrality.
