Do you mean that the Military was aware there were unknown aircraft bearing down on Hawaii in the minutes before bombs started falling. Or that the Kido Butai (IJN Carrier Force) was on the move along with much of the fleet, or that they were headed for Hawaii.

Or along the lines of that there was a conscious effort by FDR to suppress knowledge of the impending attack to give him the casus belli he sought.
