An interesting follow-up question: who actually owned the land in the Roman Empire? Since the Emperor was the ruler of the Empire, did that mean all of the land and property ultimately belonged to him? If that's the case, building a road through "your" land was actually building a road through the Emperor's land that he was letting you lease in exchange for your taxes.

Or was it possible for private Roman citizens to own land, and defend their right to that land in a court of law against the Emperor?

Was this arrangement different during the Republic era?
