In the last ten seconds of this video there is some kind of troop marching. Are they part of the Eight-Nation Alliance? Do they have anything to do with putting down the Boxer Rebellion?

The two dudes smoking with the pointy helmets are German officers. The troops marching are Sikh troops from the British Raj. We know that in 1884, a Sikh branch was introduced to the Shanghai Municipal Police force and that by 1936, there were 558 Sikh officers. Most likely, these troops are part of the police force, as they are not carrying rifles as normal soldiers would.
