It's a fantasy instrument. It does have the vague outline and size of a Gothic harp, the common harp of the time: Breugel must have started with that, when he drew it. But the stringing, with all of them meeting at a ring in the middle, is impossible...even if you allow for there being shorter and longer string lengths that could vibrate at higher and lower pitches at a given tension, every slight change in one string's tension would also change the tension in all the others. As soon as one string was tuned, tuning the next would change that.. It would be impossible to tune, impossible to keep in tune. Plucking one string would also tend to set all the others vibrating.

Maybe there's someone here who has a notion as to what it could symbolize, but it's hard to see how it could work..
