As I understand it, at the time, the Secret Service was one of only a handful of federal law enforcement agencies in existence, to include the US Park Police, US Marshals Service and what is now known as the US Postal Inspection Service. None of them had the manpower to take on the role (the FBI was still 15+ years from being formed) so Congress empowered the Secret Service with the responsibility of protecting the president.
