The Kaiserreich did not entertain visions of genocide and ethnic cleansings like Nazi Germany, and it's plans for dominating the continent relied on economic dominance of European markets and military bases scattered throughout countries like Poland and Belgium, as opposed to outright annexations in the case of Nazi Germany. Aside from that, neither the Mitteleuropa envisioned by Bethmann-Hollweg in 1914 nor the Neue Ordnung envisioned by Hitler, would have been pleasant places to be. Imperial Germany would essentially have control of all of eastern Europe thanks to German rulers in the vassal states, and the militaries of France and Russia would be severely weakened. The aim was to establish "security" for Germany in the East and West for the foreseeable future, and enable Germany to compete with Britain, and eventually America, as a world power.
