The new Wonder Woman trailer shows that WWI is the setting, and I couldn't recognize the uniform shown here, though the colour and cross makes me think Russian. Any experts who can weigh in on this?

He is either a full General or a LT General, depending on if his shoulder boards have 1 pip or two, hard to see in the lighting.
He is Prussian. While all of the Empire was nominally unified, the old kingdoms did retain some degree of identity, and military control. Thus say a General from a Bavarian division, or Saxony, would have a different color of felt backing his collar insignia. Red was Prussia, who were more or less a first among equals when it came to all things in the German Empire.
I believe that is a German uniform. It looks like he is wearing a Pour le Merite (aka Blue Max), a Prussian award, on top of a Grand Cross of the Iron Cross.
