To start I'd recommend the balkans 1802 to 2012 by Misha Glenny and the balkans a short history by Mark Mazower.

Both are good without getting overly political or historic. If you're looking for something specific reply here, I'm currently writing my MA thesis on the balkans and perhaps can recommend something.
