In WWII and the Korean War the Soviets and the Chinese were known to give weapons to the first two waves and ammunition to the next eight. With the increase of wealth, education, and technology in both Russia and China, I presume these tactics are no longer used, but about when were these tactics replaced by more modern techniques? Also, what figures and events caused these changes in doctrine?
I don't know where you learned about Soviet or Chinese infantry tactics, but you seem to be misinformed. For example, here is the evolution of Soviet infantry regiment attack plans (sorry, image is in Russian). You can see how even in the pre-war plan, the infantry and its support is well organized and split into echelons and reserves instead of amorphous "human waves" depicted by Hollywood.
