Looks to me like the American Civil War, shoes, female clothes and general settings gives it away. The uniform seems ad hoc or made by himself in a pretty flamboyant fashion, that makes me suspect a Southern State. They would supply troops by State and sometimes come up with their own uniforms while the Union Army was more homogeneous in that area.

Was he an officer or some sort of militia officer? A private would not have scenified all that and if he was an immigrant to the US he is likely to have incorporated pieces and references from his home country, German States? Austria-Hungary?
