I cannot recall Conquest specifically doing this in Harvest of Sorrow or The Great Terror. Instead the criticism is probably his method of calculation deaths - excess deaths. Basically Conquest sought to establish a base popluation growth, compared two population figures and estimated the deaths from the differences... which doesnt necessarily account for things like abortion or any other oddity in population rates in that period.
