It's not a coin, it's a second prize medal with Emperor Napoleon III's head on one side and the inscription on the other. It was awarded to Miss Josephine Tournier on the 1st August 1864 in Paris for 'a face according to real-life'. Probably for a drawing or painting, possibly for a sculpture or clay-modeling. Ask again in /r/france, they'll most likely be more exact.
