While I can't speak too much to the quality of care (I'll look into it further if no one has answered this in a bit), in terms of delivery, yes the Soviet Healthcare system was completely socialized, with no private charges. That being said, like many other facets of Soviet life, corruption was a factor, and if you had money and connections you could access better treatment, and there were special separate hospitals with higher standards of care for those in administrative positions. (Known as the Nomenklatura) Care also varied in quality greatly over time, with significant declines in investment in the 80s. Also, who are we comparing it to? By European and American standards it was bad, but by the standards of the Communist or the Third World is was among the best.
