I have never come across such a suggestion and I'm actually kind of confused by the question. The Aswan High Dam was a project that had been mooted for a long time, and internationally, between the US, Egypt and the USSR. Its purpose was to electrify the country and to further regularize the annual flow of the nile which had been attempted (insufficiently) with the Aswan Low Dam.

While it did result in the resettlement of a large number of Nubian people I have never come across any figures that it resulted in a large death toll or was genocidal.

In terms of its actual goals, it was incredibly successful, and if I recall correctly it supplied about half of the country's electricity for the next few decades.
