One hears a lot about the incarceration rate in e.g. the USA nowadays. I think it is up around 800 per 100,000 people. Do we know the comparable numbers for Germany?
Pre-war and wartime Germany have different numbers, as one would expect. On 30 June 1937, there were 115,962 inmates under the control of the Reich Ministry of Justice. There were obviously other people incarcerated under different systems as well. As the war progressed, those numbers go up but so does the geographic area of control, so it's not quite apples to apples. If my napkin math is correct, this works out to an incarceration rate of 171 per 100,000.
By way of context, there were about 11,000 inmates in English prisons in 1939, roughly a rate of 23 per 100,000.
