To be honest the idea would be pretty crazy. The Marianas islands (of which Guam is a part) are not historically associated. They do have some connections, Guam was part of the trains-Pacific Spanish galleon trade, and both experienced Spanish colonization and Catholic conversion. Filipino converts and soldiers did come down to Guam to help in the process and help Spain eventually win a protracted war against the indigenous Chamorro on Guam and across the Marianas. But there is never a meaningful incorporation of Guam or the rest of the Marianas with the Phillipines. Eventually Guam and the Philipines will go to the US after the Spanish-American war, whereas the other Marianas islands will go the Germany and then Japan after WW1. However even then, Guam is under Navy jurisdiction until the Organic Act of 1950, whereas the Philippines is governed by a civilian administration beginning in 1901.

It's only after WW2 that the Marianas fall under US jurisdiction as a Trust Territory (along with the current nations of Palau, Marshall Islands, and Federates States). When the US finally acts on demands to bring the Trust Territory to its conclusion (independence), the Marianas and all of those states negotiated to be independent as one oceanic nation- however, talks broke down (over nuclear issues and what relationship they wanted with the US), and the various nations claimed independence separately with just a few sticking together to form the Federated a States- all of which took place in the late 70s and into the 80s, so well after Philippine Indepence (1946).

So, if anyone came across a claim, I'd love to see it. But I can't imagine what their basis would be.

Under what context? Are you referring to the supposed Maharlikan Kingdom that spanned from Philippines to Hawaii and ruled by Tagean-Tallano family? The story seems like a hoax to me.
