I'm not sure I completely understand you. Are you implying that the Soviet leadership would have been opposed to video games?

Personally, I'm not certain about that at all.

In the 1980s, video games were getting quite popular in the Soviet Union. There was no official game industry, most games were made by self-taught programmers or (later) imported from the West. In the later half of the 80s, video game saloons were opening, where people could go and pay to play video games on a computer for a specific time.
