1: You'd be correct. Over time, the policies of allowing the Southern States to institute governments that closely resembled the antebellum South allowed for institutions of segregation and oppression to remain across the South into the late-mid 20th century (about the 1960s). These were largely under the control of Democrats in state legislatures.
2: This will likely be talking about the policies regarding the Radical Republican reconstruction plan. Try digging into the views of the Radical Republicans, the ideals from which the party arose, and how they differed with the largely Democrat-run South. What major events were coming out during early reconstruction? What major shifts in national politics were occurring? How was the South responding? How would the Radical Republicans have answered and why?
3: This question is impossible to actually answer as Lincoln and Johnson had radically different ideas of the status of former slaves. Try to answer a couple of the following questions: from which party did Lincoln arise? Johnson? What was Lincoln's plan for rebuilding the South? How did it differ from the Radical Republicans? Did it differ? What influences were on Johnson? From what part of the country did he come? How did he view blacks? What was the primary purpose of Lincoln's reconstruction plan? What was Johnson's? Were they the same? Different? Either way, how so? Try looking into the speeches Lincoln gave and the ideas he put out. Do the same for Johnson. How did the Congress respond to those plans?
