Were the civilian casualties from the antiaircraft guns defending Pearl Harbor popularized in the media? Was there any effort to review the technology or policies in place to prevent such an event from happening again?
Was the performance of the shells standard, or is the amount of rounds failing to detonate and returning to earth abnormal?
The majority of civilian casualties caused in the attack on Pearl Harbor were from US AAA shells fall down without exploding in the air and detonating on the ground, killing civilians and starting fires.
68 civilians were killed and 35 others wounded. There were some 40 explosions in the city of Honolulu, but all except one were caused by U.S. antiaircraft fire. (Lord, page 212 in Day of Infamy)

Would you please explain what you mean by Strategic Bombing Campaigns? I am Dutch and I live in the Netherlands. Are you limiting yourself to a certain time period in the 20th century and/or part of the world?
Sorry that it took some time to give you an answer. Strategic bombing did occur in the Netherlands in WWII but not on a massive scale as in Germany. Strategic attackwas for instance the bombing of dykes in province Zeeland. It flooded the region on a massive scale. The purpose was to push the Germans out of that region.. The Belgium harbour Antwerp was difficult for the allies to get hold of; and was of great importance.
I live in the south-east of the Netherlands, in Province Limburg. What you mostly saw here were the effects of strategic bombing before and after.What I mean is that the allied had to fly over the Netherlands to reach Germany. The would encounter the German airforce and airbattles would occur often. Allied planes would be damaged, couldn't return, but by dropping the bombs over the Netherlands they could reach the coast of Great-Brittian. Often that didn't help enough and those planes crashed. On farmland, or water (IJsselmeer), but also on rural areas. Many, somtimes whole families were killed, as the pilot wasn't able to crash in a rural area.
Than the border region. From the air German an Dutch territory can be a matter of seconds. More than once allied planes did drop bombs to early and hit Dutch territory, or as they came back from Germany, damaged they had to losse still remaning bombs in their plane etc.
During these airbattles people would hide in cellars, public air shelters, but a direct hit couldn't protect them enough.
Airplane debris, remaning explosive material would also take lives, or wound or maimed.
