i believe this is a photograph of the Hiedelberg Thinkstatte built by the third reich for solstice festivals and speeches.

it's now become an important music site for jazz festivals in Germany.
but here, it looks like the photograph might been by a crowd before an important speech or rally is about to take place. it's hard to say what day this photo took place without more information, but i feel confident that it was during the reich due to the armbands worn by the soldiers. i could of course be mistaken. but anyways, the site is a major landmark and you should be proud you found that photograph. thank you for sharing it with the world!
