Not at all. As you can see from this map*, showing the greatest extent of the Roman Empire there were very large portions of northern and north-east Europe not conquered by the Empire. Some were still under the influence of the Empire, but for, say, those living in modern-day Sweden or Norway, the Roman Empire was a distant land.
