By which you mean: why weren't Arlington & Alexandria reabsorbed into the District of Columbia after the civil war?

If I may ask you a question to better understand the premise of your own, are you presuming that the Virginia-side section of Washington, DC was only retroceded due to the secession of Virginia, or are you aware it happened in 1846?
