In fact, there were. The Soviets had (and still has) an entire agency, called Intourist, just to handle foreign travel. However, to say that it was "lacking" would understate the case somewhat. "Intourist is to tourism what indigestion is to digestion" was more the case.

In 1960, science fiction author Robert Heinlein and his wife Virginia visited the Soviet Union, their vacation cut short by the Francis Gary Powers U2 incident. Immediately after leaving, he sat down and wrote the article "Inside Intourist", which can be found in the book Expanded Universe. In it, he goes into detail about how Intourist operated.

At least according to him, Intourist did everything they could to prevent tourists from actually seeing anything.
