I guess you're talking about ancient Greece? Actually, they depicted men with small penises on purpose. They felt that having a small penis was a sign of intelligence, culture and civility; in contrast, a large member was a sign of barbarism and vulgarity.

So you see, they still put emphasis on size; just in the opposite direction of modern times!
