It wasn't terribly radical as it was mostly a formalization of principles of the Enlightenment, most of which had been already written out in the United States Bill of Rights (which, although not ratified until after the writing of the Declaration of the Rights of Man and Citizen, was written several years earlier and was modeled on even earlier documents). These concepts had been discussed in political, religious, and philosophical circles for the better part of a century at the time.
