@deleted comment: After Hitler was made chancellor in January by Hindenburg, the former called for new elections. There were two decrees by Hindenburg which made the campaign for other parties very difficult: The first one "for the security of the German people" restricted public manifestations, newspapers, leaflets and so on... The interior minister was already a Nazi so that NSDAP could campaign without any problems while the other parties, especially the communists, had to hide.
The second decree, after the arson of the parliament, officially by a Dutch communist, but it is still unknown if he was really the arsonist, "for the security of people and state" in which the personal freedoms were restricted as free speech, the privacy of home and so on... The first wave of imprisonments was outcarried.
32/33 were really messy. At first you had the Great depression and the fall of the last democratically elected chancellor, Brüning. Although he gouverned more and more authoritarian and relied on decrees of the President, Hindenburg, to get laws passed.
In June 32 von Papen was called for chancellor by the President. Both of them were against the republic and wanted to form a new state where only the President and the chancellor hold all powers. Some conservatives wanted to restore the monarchy.
In July, some days before the election there was the "Preußenschlag". The national government disposed the government of Prussia which was by far the biggest state and was led by centre parties. Papen inthroned himself as gouverneur. All protests against this action were outlawed.
He couldn't even get anything like a legitimate minority. His party (edit: He was partyless at that time) DNVP got less than 10% and after this coup in Prussia nobody wanted to cooperate with him. So another election in November was called. Not much changed then and von Papen was replaced by a general, Schleicher. Schleicher wanted to include the SPD and the Unions in his government but this was anathema for the conservatives. He resigned after two months. So they came up with the idea to give Hitler the chancellory.
