In 266 CE ? In Rome, none whatsoever. The Empire was still going strong, although its northern borders were severly battered. The crisis after the assassination of the emperor Maximinus (238 CE) and the rapid succession of emperors afterwards stopped with the avent of the emperor Gallien (253 - 268 CE) who managed, by his long reign, to restore a little political stability. But one should undertand that by that time, the emperors didn't spend any time in Rome at all but were always off to war at the borders of the Empire, and the general population was used by then to the rapid succession of Emperors and the many, many pretendants. The Empire was in truth rueld by a vast and very effective layer of bureaucrats in Rome and in the provinces.
