Of course it is an oversimplification to compare different millennia, but my understanding is that technology and information were still less advanced than that of the central Roman Empire until well into the Middle Ages or even much later.
What do you mean by "level of civilization"? How do you define that? There's no linear scale of civilization with "Rome" marked at some specific point and "the middle ages" marked above or below it. If you're asking if things were better or worse in the middle ages, that's still impossible to answer without a lot of qualification: where are you asking about, who are you asking about, and again, how do you define whether things were better or worse for them in one period compared to the other? Unless you're working in quantifiable terms, for example by thinking about economic conditions, it's still difficult to say anything meaningful without massive generalisation. I would suggest that you refine your question a lot to make it possible for someone to give a useful answer.
