In a lot of movies there is the trope about some evil lord hunting / killing his peasant and/or abducting random girls to rape them for fun and sport without facing any consequences. To what extent is this cliche true? Could the king do really whatever he wanted to the lower classes or could he be punished for his crimes?
A somewhat related follow-up: during Tsar Peter the Great's semi-incognito trip to western Europe he visited France Holland for a long stretch. During this part of the trip he was angered by two of his subjects serving in Holland and ordered them executed, but French Dutch officials convinced him that he did not have the authority to do this (even against his own subjects, which he certainly had the authority to do in Russia) while on Dutch soil.
To what extent legally have kings (or national leaders in general) been constrained from exercising authority over their own subjects while visiting other countries? Have other situations like Peter's ever occurred?
