Oregon was the only state allowed into the Union with a race-based exclusion included in their founding document. Would they use the infamous "brown bag" test? The "one drop rule"?
Do we have any written accounts of light-skinned African Americans moving into the state during the ban? When and how was the ban officially ended?
One question to add: did the founders actually expect to see black migration?
