No, the Jews were not particularly overrepresented in positions of power and that is not what lead to a rise in anti-Semitism by any means. They were a highly urbanized, bourgeois, middle-class community and actually a slowly shrinking minority. Anti-Semitism was very much alive and thriving without any powerful Jewish elite.
