France's interest in the Israeli nuclear program was motivated by several desires, but one of which was to complicate Egypt's foreign relations on the idea that this would lead to them spending more time/money worrying about their own backyard, and less time helping the Algerian resistance.

Their interest in Iraq, as far as I know, was purely financial. The French nuclear industry made over a billion francs on the deal. It is perhaps worth noting that at the time Iraq was an American ally, against Iran.
