Not an expert on historical bridge building but just a quick FYI. That bridge is not between Bosnia and Serbia. Drina river is not the border there, the border is about 5-6 miles further east outside Višegrad.

By blocking off parts of the river and diverting the water, thus allowing the construction workers to reach the riverbed and create stable constructions for the bridge itself. The same way dams today are constructed.
