An article by Ernest Germain on ISO (citing reports by economists ) claimed that Soviet Union suffered from overproduction of certain goods which made then un sellable. How is this possible if Soviet Union did not have a market economy?

What reports was he citing? A central planner could potentially misjudge the need for certain goods resulting in overproduction, but that may not be what is happening here.
