Your relative if he served and from Chernivtsi, should have been part of the Austro-Hungarian army and either served in Infantry regiment number 41 of XI corps, or as part of the first two battalions of the Landwehr Infantry regiment number 22.
However, as his uniform looks to be Romanian this could be photo taking after the war, when Chernivtsi became part of the Kingdom of Romania.
From his sword it could be that he is an officer and the piping on his shoulder bars indicate he was a junior officer, probably a second lieutenant.
The collar tabs are not of a Austro-Hungarian junior officer, but they do indicate he was either part of the artillery or escort regiments of the Romanian army.
Either he was a Romanian nationalist from Chernivtsi who enlisted in the kingdom's army, or this was not taken during the First World War, or he was not from Chernivtsi.
