The Soviets began a massive battleship building program in the 1930s but canceled it when the Germans invaded:

Usually a navy tries to build a balanced force so I would expect there to be destroyers and possibly cruisers, carriers, and auxiliary ships to go with the battleships. Were these in fact planned and were any built? Was there a name for the Soviet's overall naval expansion plan(such as the German "Plan Z") ?
