Has there ever been a council of former leaders to advise the current leader in government? If not, why? For example, in the United States, when a president's term ends they would join a council of all the living former presidents and advise the current president collectively.

The Roman Senate wasn’t composed exclusively of former leaders, but anyone elected to high office automatically became a senator for life after serving.
