In the event that no single Presidential candidate crosses the electoral vote threshhold (which is currently 270), the lower house of congress gets to decide the winner of the election. Since neither Adams or Jackson won enough electoral votes to meet or surpass the electoral vote threshhold, the responsibility for determining the outcome of the election moved from the electoral college to the House of Representatives. More congressmen voted for Adams than Jackson, and so Adams became President.
