What is the IPS in the context of defense?

My grandfather gave me a letter to a Mr. Willis Mahoney (who at the time was in Japan) from J. Edgar Hoover (signed) from 1950 and I am trying to figure out the context.

In the letter, Hoover states that whatever data that Mahoney provided was not within the scope of the FBI... and that he was forwarding the material on to INS at the DOJ...

After some searching - it looks like Mahoney was with an entity known as IPS - but I can't figure out what IPS was / is.

IPS most likely refers to the International Prosecution Section, which handled the prosecution of war criminals after WW2.
