Every society in antiquity that I'm familiar with had access to shears or blades sharp enough to cut hair, so you're really talking about pre-history. That being said, I'm relatively certain you can cut hair with stone tools. I believe some native american societies would also pluck hairs individually, for instance in making a "mohawk".
