Britain didn't actually completely get rid of anti-Catholic laws until 1829, though their situation had been improving for that over 100 years at that point. Full toleration for Catholics had been attempted by James II/VII in the 1680s.

The revolution of 1688 put a stop to that, and instead limited forms of toleration were enacted after 1688 for Catholics and more comprehensively for heterodox Protestants.

Similarly in France, Protestants were actually tolerated for much of the 17th century before persecution began again with the revocation of the Edict of Nantes granting them toleration.

Full rights for Protestants didn't come until the Revolution. So the answer is no, at least not entirely.
