Queen of England
The Queen does not have a political or executive role in government and certainly does not set official foreign policy. The ability to 'help' foreign nations does not fall under the purview of the monarchy's powers.
Many former colonies are members of the British Commonwealth, of which she is the head; others (e.g. Jamaica) have declared independence but still recognize her as queen.
