If the causes of the Fall of the Western Roman Empire can be attributed to decisions made by the mentally unstable emperors, which emperors can be seen as contributing to the decline of Rome?
Not in any real sense, Nero and Caligula both reigned centuries before the collapse of the empire and before multiple dynastic changes. While one might argue that they might have pursued different policies that could have made the empire better, neither of them died with the empire in dire enough straits that it led directly to a period of constant decline. After Nero's death their was a brief period of Civil war and quick succession of emperors but that ended relatively quickly and the ruling mechanisms of the empire never crumbled under the mad emperors, even if their excess did strain the treasury and lead to unpopular policies and confiscation of wealth. Stable and peaceful eras like the Flavian dynasty and the succession of 'good emperors' all came after Nero and Caligula.
