This actually came up recently, and you can read the full answer in When did the depiction of Dwarves as Scots begin in the fantasy genre?, but the short version is that in contemporary fantasy (i.e. not folklore or pre-20th century fiction) the dwarf Hugi in Poul Anderson's influential novel Three Hearts and Three Lions (1961) has a pronounced Scottish accent.
