The villa (township) of Havana exists since the early 16th century. Some of its paved streets have existed for centuries. However, while Old Town (Habana Vieja) predates cars, the city has obviously continued growing. This means that the streets that they're referring to may be ones built under the Republic, when cars first came onto the scne, the Soviets, or even more recently.
I'm also curious what is meant by 'wrong' measurements. Wrong compared to what?
