Battle of Dunkirk vs DDay

This question rose mainly due to the new movie trailer, but why were there 250,000 more allied troops at the Battle of Dunkirk compared to DDay? Where did / what happened to those 250,000 troops in the 4 years between those battles. Were there other major european offensives?
