In the film "The Patriot", the protagonist makes a statement along the lines of "Why should I trade one tyrant 3,000 miles away for 3,000 tyrants one mile away?". Was there ever any real widespread concern about unrestrained bureaucracy during the early days of the American Revolution?

To be clear I think his concerns were not directed at hordes of paper pushers and government agents. It was more a line about fear of unfettered democracy and a Tyranny of the Majority. That without the British government what benefits would possibly devolving to mob rule offer was his point.
