The answer to this question depends dramatically on place. In Germany, in the '10s and '20s, there was certainly anti-Semitism, but many Jews were relatively well off, spoke only German, and participated actively in German culture and educational institutions. In some Eastern European countries, on the other hand, pogroms (violent riots that killed Jews) were relatively common, and many Jews wanted to leave long before the Holocaust.
